Frogs are enemies that spawn stationary within pits within the Flooded Caves. They will dive into the pit before appearing out from another random one within the room and will then lob a large arcing projectile towards Isaac. They can target and shoot at Isaac regardless of the distance or if separated by obstacles. Upon landing, this projectiles splits into a cross of 4 smaller projectiles in random directions. They will then dive down into the pit again, repeating the process.
